Permits
Permits are not issued on the same day. Please plan accordingly!
All activities and changes in the Shoreline Zone (250 ft from the high water mark) need a permit, including earthmoving, tree and brush cutting, building, remodeling, etc. If you live in this area, please contact the CEO before you have any work done on your property. Avoid fines!

Plumbing Permits
It is unlawful for any individual or entity to commence any installation, alteration, repair, replacement, conversion, or addition to any plumbing system without a plumbing permit for each separate structure or building.
Exemptions
- Stoppage of leaks
- Clearing of stoppage
- Removing and reinstalling for a cleanout, provided that the reinstallation does not require replacement or rearrangement of valves, pipes, or new fixtures.
Who can request a plumbing permit?
- Master Plumber
- Master Fuel Technician
- Mfd. Housing Rep
- Public Utility Rep
- Property Owner
If the plumbing is done by a Master plumber, they, and not the homeowner, need to request the permit. General contractors are not allowed to request a plumbing permit. Once a plumbing permit has been issued, you will have 24 months to start the project before such permit expires.
The applicant is responsible for setting up the rough-in and final inspections. Please call City Hall to schedule your inspection.
Building Permit
For building permits, a full set of construction plans showing elevations, section drawings, and/or floor plans may be required. A site plan must be submitted. All construction must meet the 2015 International Residential Code and the 2015 International Building Code as required by MUBEC.
A Site Plan Review by the Planning Board or Planning Staff may be required before the issuance of a building permit.
All building sites need an inspection, and new buildings need a certificate of OCCUPANCY before people can live in the new dwelling. Contact the CEO to set up an inspection. It is your responsibility.
A Shoreland Zoning Permit is required if construction takes place within the shoreland area, which is within 250' of a river, lake, stream, or wetland associated with a water body.
When do I need a building permit?
Permits are usually required for the following:
- New buildings
- Additions (bedrooms, bathrooms, family rooms, etc.)
- Residential work (decks, windows, garages, fences, driveways, fireplaces, pools, water heaters, sheds, etc.)
- Renovations (garage conversions, basement furnishings, kitchen expansions, windows, etc.)
- Plumbing systems
- Any alteration of a structure on the inside or the outside requires a building permit.
- If any wiring or electrical work is required, a permit must be obtained by a licensed electrician or by the owner if the work will be done by the owner.
Inspections: It is up to the permit holder to call the Department for inspections. The Code Enforcement Officer has no way of knowing how fast your project may move along. Please call or email at least 72 working hours before to schedule inspections or appointments.
Plumbing: Inspection done before closing in walls (during framing rough-in), and again at the occupancy inspection.
External Wastewater System Septic System: Two inspections are required.
- Before the installation of pipes or gravel into the bed, we can view the scarification.
- Before backfilling.
Final Inspection: Issuance of Occupancy Permit.
